The other 2 said something about the recipient has not joined paypal yet and will recieve an email notification to how to complete the transaction by joining paypal.

Will my PayPal account be closed if I do this? Why can these people no longer recieve funds? Is what I did illegal?!! But if it is Legal, I need to know A.
